On November 4, 2020, in order to gain a deeper understanding of the rare earth resources, rare earth processing, and industrial development in our province, we conducted self inspection and self correction work on rare earth enterprises that were previously deployed. Ding Jifang, Director of the Raw Materials Industry Department of the Provincial Department of Industry and Information Technology, and Wang Gongyong, a second level researcher, went to Linzi District, Zibo City to conduct rare earth industry research and supervision activities. Han Junbo, Deputy Director of the Zibo Bureau of Industry and Information Technology, Wang Gang, Section Chief, Tian Gangchang, Director of the Linzi District Bureau of Industry and Information Technology, and Cui Bo, Deputy Director, Xu Qingtang, Secretary of the Jinshan Town Party Committee, and Liang Xiaoming, Town Mayor, as well as Huang Yizhan, Chairman of the Provincial Rare Earth Industry Association, Li Wenke, Han Hai, Vice Chairman, and Secretary General Chen Jiming, Tang and others accompanied the research and rare earth verification work.

The research team conducted an on-site inspection of the planning and construction progress of the rare earth industry park in Linzi District, and held a symposium at Jiahua Company in Zibo. Officials from Shandong Rare Earth Industry Association, Zibo Jiahua New Material Resources Co., Ltd., Zibo Baogang Lingzhi Rare Earth High tech Co., Ltd., Shandong Zhongkai Rare Earth Materials Co., Ltd., Shandong Xinfangyuan New Material Technology Co., Ltd., and others attended the meeting.

The meeting first heard a report from Deputy Director Han Junbo on the development of the rare earth industry in Zibo City, the construction plan and progress of the rare earth industry park, and the implementation of the preliminary deployment of the provincial government on the verification of some rare earth enterprises. The meeting also heard a report from Huang Yizhan, President of the Provincial Rare Earth Industry Association, and Secretary General Chen Jitang on the operation and development of the rare earth industry in the province from 2019 to September 2020, the guarantee of strategic rare earth mineral resources, the difficulties and problems in the current industry development, and the progress of the preparation of the 14th Five Year Plan for the rare earth industry in our province. The meeting listened to reports on the implementation of the directive plans of the verified enterprises in 2019 and the first half of this year, as well as the difficulties and problems in production and operation, and held in-depth discussions on the rare earth industry in the province and the development of the rare earth industry in Zibo City.

The director fully affirmed the development plan of the rare earth industry in Zibo City and the construction plan of the rare earth park in Linzi District. He said: The rare earth industry in the province has achieved counter trend growth during the epidemic period. At the end of 2019, the production of polishing powder in our province accounted for 46% of the total national output, and from January to September this year it accounted for 64%, an increase of 18 percentage points. The production of rare earth magnetic materials in our province accounted for 10.12% of the total national output at the end of 2019, and from the first half of this year it accounted for 12.12%, an increase of 2 percentage points. These are the two highlights of our rare earth industry, and we need to protect and develop our advantageous industries well.

This year, the rare earth industry park in Linzi District and the rare earth new material industry park in Liangshan County have both started construction. The construction of these two rare earth parks will play a huge role in promoting the high-quality development of the rare earth industry in our province and also serve as new growth points for the rare earth industry in our province. Director Ding emphasized that Zibo is a gathering place for the rare earth separation industry and the production of rare earth polishing materials. It is the basic material base for the development of the rare earth industry in the province. In the process of park construction and enterprise relocation, firstly, it is necessary to improve the intelligence level of existing enterprises, create smart factories and parks, attract more rare earth deep processing projects and rare earth new material application projects to enter the park, and build a true rare earth new material and rare earth application industry cluster; The second is to utilize existing technology, talents, and infrastructure to build a provincial-level public technology service platform, serving society and more enterprises; Thirdly, it is hoped that local governments will formulate special policies in the rare earth industry during the special period of the epidemic, to protect the advantageous industries in our province and minimize or avoid losses during enterprise relocation.
